Frost is rare in November (about 2 days on average), so the 7 °C rule — not frost — usually decides the date.
The date varies a lot from year to year: over the last 10 autumns the 7 °C rule triggered as early as 31 October and as late as 9 December. Check the live forecast each year rather than relying on a fixed date.

Winter tyre rules in Germany
Winter tyres are required in wintry conditions (situational). Germany requires winter tyres (Alpine/3PMSF symbol) whenever there is black ice, snow, slush, ice or frost on the road (§ 2 (3a) StVO). There is no fixed date; "O to O" (October to Easter) is a common rule of thumb.
